it is encouraged to wear eyeliner/kohl at night though but most scholars agree it's ok to wear makeup/cosmetics including lipstick during fasting as long as you don't eat it.

husshuss means it's not allowed to go out in full makeup in front of men who are not mahram(like husband/father/uncle/brother etc.)


you can wear full makeup at home or in front of women in islam, if you do go out in front of men with full makeup it won't break your fast but you would be losing hasanat as any of us would whether in the daytime or at night.
