It looks like she used some liquid liner to make a sort-of fine line around her eyes. You'll notice that it gets a lot thinner around the tear duct, and she might've closed the lines from the top and bottom on the corner for a sort of cat-eye look, but I can't really tell there.

Then it looks like she took some black eyeshadow and blended a bit of it below her lower lashes to make them look fuller, and the same on the top. Might've used another color above the black, and then kind of a cream color for the browbone.

She curled her lashes, looks like a curl at the very base, then middle. If you have eyelash primer {that white mascara stuff} or just some white eyeshadow or powder, put that on your lashes first. Use one light coat of mascara and wait for it to dry, combing through it with either a toothbrush that is no longer in use or an eyelash comb {which are like, two dollars at drugstores}. Then do the second layer, and the bottom ones.

Kohl Black eyeliner-pencil not mechanical. Line the top of your lids and around lower lid (not on the inside- NEVER line the inside it just makes your eyes look smaller! and it's not good for your eyes anyway) Smudge with a q-tip. If you don't have long eyelashes like that you're going to need false eyelashes. If you do use false eyelashes curl them and use mascara like you would regular for this particular look. I'd also use mascara with a bigger wand to get the fuller effect, such as hers look in the picture. I would also coat the bottom lashes too.
1) Wash your face with warm water. And apply lotion.

2) Concealer, cover up dark circles and flaws.

3) Dust a loose powder under the eyes and around the

whole face so the concealer lasts all day and evens out

skin tone. (Also if you use foundation blend it before you

add the loose powder.)

4) Take an eyeliner pencil and go over the top eyelid a

couple times, then same again on the bottom of the eyes.

5) Curl those lashes, and use mascara remember not to

let lashes dry in between coats or else you'll be left with

clumps.

6) Use a pinkish/red blush on the apples of the cheeks.

7) Use a lip conditioner, otherwise known as chapstick

then apply nude lipstick, and clear lipgloss ontop.

There you go ! The same exact look!

I would use the max factor or Avon cream eyeliner. Max Factor has one out that it goes on crea, but dries like a powder to give it th matte finish like in the photo. If your eye lashes are thin, I would suggest getting *natural* eye lashe's. otherwise the dark eye make-up would make them look very unexhistant.
line inner rims with black eyeliner (urban decay 24/7)

line uppers with black

line outside bottom

smudge with q tip and light presses

color in blank spots between lower eyelashes

hope that helped;]
Starting off with a clean face, moisturize. Put on foundation/concealer that you prefer. Then, if you have thin lashes, add false ones. If not, just curl them. A good lash curler is Shu Uemura's. Go around the rim of your eyes, thicker at the outside corners and thinner inside, with black. There's MAC's Powerpoint which is soft and easily applied. Use a thickening and elongating mascara like Shu Uemura's Fiber X-tend (or something like that). Next, apply a pinkish blush like NARS' blush in the color Orgasm. For the lips, try Dior's Addict High Shine Lipstick or a more matted color.
