1- liquid eyeliner takes practice, so the more the better


i recomend start from the outerpart of the eye and in little


strokes go outwards.


2- blue eyes and black hair are usually a sign of cool colors. go for


blacks, greys, blue greys. if ur hair is more brown go for neutrals to


make those eyes pop out such as browns, tans etc


3- ur make up all depend on ur type of skin, eyes, and age. if ur young


u dont need foundation except a little of concealer to hide blemishes


it all depends but for some good tips go to ur local library and look


for make up books...they do have them and thats how i learned.
