I really like Bliss' eye makeup remover. Pricey but it lasts so long because its a gel. It doesn't leave the eye area ashy and dry and its not as oily as baby oil. I've had mine for a year and just now need another one. Its worth every penny

Lid+Lash Wash

What it is:

A cooling, depuffing mascara and makeup removing gel that is fluid (for quick coating and in-depth dissolving) yet firm, so it never leaks into your eyes.

What it is formulated to do:

Makes makeup disappear without a trace (without any stinging). Safe for contact wearers and sensitive skin types.

What else you need to know:

Store Lid+Lash Wash in your refrigerator door to boost its cooling, calming, and depuffing effects. For extreme cases of uncontrolled undereye puff, remove makeup and follow with a cold, crushed, fresh cucumber compress.
i would say babyoil or clinique make-up remover
Water!
I like DHC's Deep cleansing oil. It's actually make-up remover for the whole face, including eye make-up. The oil is olive oil based, but the formula itself rinses clean way with water and leaves no oily residue at all!

I have combination skin, and this Deep Cleaning Oil doesn't leave my oily parts greasy, yet it doesn't leave my dry patches tight. And it gets ALL the make-up off!

This company does have an equally excellent Eye Make-up remover too. But They also encourage you to use the Deep Cleansing Oil as an alternative. That's what I do.
babyoil
from experience, only face moisturizing soaps work best and then when you apply the moisturizer before make up, just get a tissue and wipe more under the eyes and over eyes to take the extra make up off, if there is any left and also the moisturizer is really good for your skin. You can add more moisturizer from where u took it off to even your skin.

use oil of olay products, I love em
Baby oil. Wipe the oil off with a baby wipe then.
I like Neutrogena's Oil-Free Eye Makeup Remover. I don't have to scrub to get all the mascara and eyeliner off.
