use a little bit of blue eyeliner underneath to bring out the colour of your eyes nd a paler blue/green eyeliner on top

try a metalicy light blue. line your eyes with brown or black, just the top of your lids and mascara.
its best to use brown eyeliner, not black, because of your hair color. use black mascara and pink lip gloss, not red. coral eye shadow looks really pretty with blue eyes, but colors like brown, gold, bronze, and earth tones really make them pop
